Our commitment. Dream Home Fund is a faith-rooted California nonprofit, and accessibility is part of how we live out our mission of housing access for all. We are working to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standard published by the W3C, and we welcome feedback from anyone who encounters a barrier on dreamhomefund.com or with our programs.

Conformance target

Dream Home Fund targets WCAG 2.1 Level AA conformance for dreamhomefund.com. WCAG 2.1 is an international standard developed by the World Wide Web Consortium (W3C) that defines how to make web content more accessible to people with disabilities, including visual, auditory, cognitive, neurological, and motor disabilities, and to users with limited bandwidth or older assistive technology.

The site is currently partially conformant with WCAG 2.1 Level AA. "Partially conformant" means that some parts of the content do not yet fully meet the standard. We are actively working to close gaps, and our remediation list is summarized below.

Accessibility features in place

Features Dream Home Fund has implemented across dreamhomefund.com to support accessible use:

Keyboard navigation. Every interactive element is reachable and operable with a keyboard. A "Skip to content" link appears at the top of every page when you press Tab, letting keyboard and screen-reader users bypass the navigation menu.
Visible focus indicators. Links, buttons, form fields, and other interactive elements display a gold outline when focused with a keyboard, so the current focus is always visible.
Semantic structure. Pages use proper HTML5 landmarks (nav, main, section, footer) and heading hierarchy (h1 through h6) so screen readers can navigate by region and heading.
Form labels. Every form field has an associated label or accessible name. Required fields are marked, and error messages are tied to the field they describe.
Image alternatives. Meaningful images include descriptive alt text; decorative images are marked so screen readers skip them.
Language declaration. Every page declares its primary language (English or Spanish) so screen readers pronounce content correctly.
Spanish translation. Our flagship borrower-facing materials, including the homepage Spanish landing and the full Financial Education Course, are available in Spanish at dreamhomefund.com/espanol.
Responsive design. Pages reflow at mobile screen sizes and at browser zoom levels up to 200% without loss of content or function.
Reduced color reliance. Information conveyed by color is also conveyed by text, position, or shape, so users with color vision differences are not disadvantaged.
Plain-language program documents. The borrower-facing Dream Simple disclosure, FAQ, and Financial Education Course are drafted in plain language at approximately an 8th-grade reading level, and key program terms are illustrated with diagrams and worked examples.

What we are working on

Honest summary of the gaps we have identified and the work we have scheduled to close them:

Color contrast review. Some accent colors (notably our brand gold against a cream background) may not meet the WCAG 4.5:1 contrast ratio for normal-sized text. We are auditing the palette and adjusting where text or interactive controls fall short, while keeping the overall brand intact.
Course video captions and transcripts. Our Financial Education Course currently uses video placeholders. When the final videos are produced, every video will have synchronized captions, a downloadable transcript, and audio descriptions where needed.
Third-party accessibility audit. We plan to engage a third-party accessibility auditor prior to the launch of borrower closings, to validate WCAG 2.1 AA conformance and identify any remaining issues.
Automated testing in our deployment pipeline. We are evaluating tooling (Lighthouse, axe-core) to run automated accessibility checks on every site update so regressions are caught early.
Alternative formats. If you need a Dream Home Fund document in an alternative format such as large-print, plain text, audio, or accessible PDF, we will provide one at no cost on request (see "Request accommodations" below).

Assistive technologies tested

Dream Home Fund tests dreamhomefund.com with the following assistive technology combinations as part of our quality review. If you use a different assistive technology and find that the site does not work as expected, please tell us so we can investigate.

Screen readers: VoiceOver (macOS, iOS), NVDA (Windows), TalkBack (Android)
Browsers: Safari, Chrome, Firefox, Edge, current and one prior major version
Operating systems: macOS, iOS, Windows 10/11, Android
Browser zoom: Up to 200%, with reflow tested at the smallest commonly-used viewport (320px wide)
Keyboard-only navigation across all interactive flows (application, donation, course, calculator)

Report an accessibility issue

If you find a barrier on dreamhomefund.com or in any of our materials, please tell us. Your feedback helps us improve and is taken seriously.

How to report

Email info@dreamhomefund.com with the subject line "Accessibility Issue."

Please include: the page URL where you encountered the issue, a description of the problem, the assistive technology and browser you were using (if applicable), and your preferred way for us to follow up.

We aim to acknowledge accessibility reports within 5 business days and to provide a substantive response within 30 calendar days, including a remediation plan if applicable.

Request accommodations

If you need a program document, application form, course module, or other Dream Home Fund material provided in an alternative format (large print, plain text, audio, accessible PDF, or another reasonable format), we will provide it at no cost.

How to request

Email info@dreamhomefund.com with the subject line "Accommodation Request."

Tell us what material you need, what format works for you, and how to send it to you. We aim to fulfill accommodation requests within 10 business days for standard requests, and to communicate a timeline up front for more involved requests.

Formal complaints

If you have an accessibility concern that is not resolved through the report or accommodation channels above, you may file a formal complaint with Dream Home Fund at complaints@dreamhomefund.com with the subject line "Accessibility Complaint." See our full Complaints & Grievances process, including external escalation paths to the U.S. Department of Justice, the California Civil Rights Department, and other agencies. You will not be retaliated against for raising an accessibility concern.

Legal and policy basis

Dream Home Fund commits to accessibility under:

Title III of the Americans with Disabilities Act (ADA), as it relates to places of public accommodation and the website that supports our programs
Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability by entities receiving federal financial assistance
The California Unruh Civil Rights Act (Cal. Civ. Code § 51), which extends California public accommodation protections to digital interfaces
The Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, as a measurable conformance target
Fair housing law, including the Fair Housing Act and the California Fair Employment and Housing Act, which require nondiscrimination in housing-related programs and services on the basis of disability
